Japanese and American Reaction to Disaster

Curious to see how orderly the Japanese react to disaster compared to say the American one after Katrina.
Both suffered from nature's wrath. Yet we see order and no looting in Japan, and chaos, corrupt cops leaving, looting, murder after Katrina.
What a difference.

When the big one hits L.A. it's going to be yet another compare/contrast to Japan.

Japan's civil and cultural folkways are much more disciplined than those in the US. Even still, anytime there is a disaster of significant proportions like the two you compare, I think the vast majority of people have a natural tendency to pull together as one instead of taking a "me first" attitude. However, it cannot be debated that, had a similar disaster occurred in the US, there would unquestionably be more acts of violence, looting etc. It's just the difference in societal conditioning that leads to the variation in response.

In many ways Japanese culture is more civilized than in the USA.
However one variable is that Japan is a 1 ethnicity country where as The USA is mixed and sadly its still not nor will probably ever be united as a group of one people, Americans that is.

If you're actually attempting to compare Katrina to the Japan Tsunami (much less the earthquake), it is ridiculous, especially if you're ignoring how Japan's infrastructure supports disaster relief (unlike the complete government clusterfuck response in the Gulf)

Japan has more significant earthquakes than any country in the world. They conduct training exercises for events just like this one. The people there know what to do and where to go in the event of a disaster.

Americans are lazy and stupid. Our governments do not lead us in survival exercises to deal with the kinds of disasters that could befall our communities.

The looting during Katrina was highly exaggerated. The reports that blacks were shooting whites and police was found out to be lies ginned up by the NO police after they shot two groups of blacks. One was shot right outside a police station...several blacks stuck on a freeway overpass were gunned down by NO police snipers after one of the police fire his gun in the air with no provocation. The FBI investigated and the offending officers were charged with murder. The NO police tried to hide their actions. Some of them were charged with obstructing the investigation.

The problem with a disaster like Katrina is that people are not trained what to do or where to go to get assistance. The Army Corps of Engineers knew that the levees would fail in just those conditions yet the authorities did nothing to educate the population ahead of time.

Blaming people for doing what they have to to survive is repugnant. Going into a flooded out store to grab some food that will be spoiled anyway or take a couple of bottles of water in such circumstance is not looting. It is surviving. If some yahoo like (You know who) started shooting at people taking water or food in an earthquake, like the one in Japan, in my community he would be taken out immediately.

Japan has a good democratic tradition and had an honourable prime minister recently.
If the american populace felt that their leaders cared for them, they may not behave so badly...

Good points! I don't think any attempt to make this a racial issue is valid. The differences are essentially cultural and literally have nothing to do with race. Were the Japanese conditioned to loot or shoot at cops in such circumstances, they most certainly would....race be damned.

All too often we tend to regard certain perceived ethnic tendencies as being racial in nature when, in fact, they have little or nothing to do with race and have everything to do with culture. Big difference.

I think the levels of destruction fail to fall into perspective of one another.

Were not talking about a country that was battered by winds and debris, destructive as it was, areas struck by the tsunami have been wiped clean off the fucking map!

how bout we compare the fact that the Japanese government acted almost immediately despite only having hours before the disaster would hit

the U.S. government on the other hand took over half a week to act to something they knew was coming 3 or more days in advance

Read the National Response Framework and you would understand that responses go from local to state to regional and THEN Federal. The response to Katrina was not perfect, but politics played more into the blame game than the facts. The problem was that the local and state politicians did such a poor job of planning and execution that there WAS no local response and very little state assets into the NOLA area in the first 72 hours. By comparison, the MS coast was much harder hit, but the state did a MUCH better job of responding quickly because they were more prepared. :2 cents:

I have worked with the JSDF on emergency planning several times, they are doing better than any other country right now. They are well prepared, they are smart, they have a lot of resources, and best of all, their culture helps with an orderly response (which gets at what the OP meant with the thread).
