Tupac is one of the most overrated,imo,and so is Biggie.Don't get me wrong,they were both really good,but there are waaaaay better lyricist out there.
Buckshot from Black Moon had mad skills and was probably a better rapper than both of them.Drez from Black Sheep was really good back in the day also.
Shit,Busta Rhymes,Skoob and Books from Das EFX,Red Man,and I could pretty much go all day naming rappers better than Tupac and Biggie.
Like I said before,album sale don't make you a great rapper.Seem to me like most of the people here only started listening to rap when MTV started playing more rap music besides just on Yo! MTV Raps.
Method Man is perhaps the only MC that could freestyle and entire album(and maybe Emenim),that's why he's the best in my book.

But criteria, at least in my mind, should be that a rapper at least put forth a classic effort somewhere in their reportoire. Tical was shoddy. Although I loved bring the pain.
I guess we'll just have to agree to disagree,because Tical is a tight album.
