Yes. Meaning, the fall of man, before Jesus was crucified, we were ultimately screwed. Gentiles and the such. Jews were safe, ultimately, unless they sinned and didn't follow the prophets God sent to them. Either went to Heaven or the grave.

That verse 6, is, when we confess that Romans 10: 9-10, believe completely, truly believe it, we are reborn again. Our Old Man is just the body and soul, then Holy Spirit follows after Romans 10: 9-10 upon what I just said, thus what Jesus went through, we now have the incorruptible Holy Spirit. So our Old Man, the one before we confess, is too crucified because that is what Jesus went through with his crucifixion. He died for our sins, he went through all that, so we may have eternal life. Now one does not have to believe on Romans 10: 9-10 and because of that, yes, they will go to the Lake of Fire and be judged when Christ comes back. God knows if we truly believe or not, though. No tricking it.

God knows we will sin and keep on loving us, that doesn't mean there will not be a punishment at the end of it all. He will not hold it against us as in he will not turn his back on us, he will not hate us, he will not consider us unlovable, etc..
