Holder is in practical terms the top law officer in the country. It's part of his job investigate and advise on questions of law. Which there are questions with the AZ law.

Just because a law is passed or signed doesn't mean it's constitutional. The courts will decide ultimately whether it is or not if it gets challenged. But that is how the scope of our rights are defined, by case law and precedence based on constitutional trappings.
