I'm not sure what more needs to be said about this. Except that it could embolden the more extreme elements of the rally to do something for his approval.
It is a little ironic though that he says that they are "resisting the mandates" - but they're only protesting the Canadian ones - and not the US mandates which would hinder their ability to go south.
