La Eme and other prison/street gangs do have connections to the cartels in Mexico but they work for the cartels, it's not the other way around. You're correct that once the drugs get to the U.S. the gangs take over from there and do the distributing but I wouldn't go as far as to say that they "run Mexico". The cartels hold the power in Mexico not the street and prison gangs. It's ridiculous to even compare the street/prison gangs to the likes of the Sinaloa Cartel or Los Zetas.
