"The Palestinian people does not exist. The creation of a
Palestinian state is only a means for continuing our struggle
against the state of Israel for our Arab unity. In reality
today there is no difference between Jordanians,
Palestinians, Syrians and Lebanese. Only for political and
tactical reasons do we speak today about the existence of
a Palestinian people, since Arab national interests demand
that we posit the existence of a distinct 'Palestinian
people' to oppose Zionism.
"For tactical reasons, Jordan, which is a sovereign state
with defined borders, cannot raise claims to Haifa and Jaffa.
While as a Palestinian, I can undoubtedly demand Haifa,
Jaffa, Beer-Sheva and Jerusalem. However, the moment we
reclaim our right to all of Palestine, we will not wait even
a minute to unite Palestine and Jordan."
(PLO executive committee member Zahir Muhsein, in a 1977
interview with the Dutch newspaper Trouw.)
Abdul Hamid Sharif, Prime Minister of Jordan declared in 1980, “The Palestinians and Jordanians do not belong to different nationalities. They hold the same Jordanian passports, are Arabs and have the same Jordanian culture.”

To put that in perspective:
Zuhayr Muhsin was secretary general of Al-Sa'iqa. This was a commando group formed by Syrian Ba'thists in 1966 to rival Fatah and to support Jadid in his power struggle with Asad for Syrian leadership. This organisation is strictly pan-Arabist, meaning it strives for the unification of the countries of North Africa and West Asia in a single Arab World. It is closely connected to Arab nationalism, which asserts that the Arabs constitute a single nation. It therefore denies a Palestinian identity except as a tactical maneuver. In fact, while this commando group was initially a member of the PLO, it clashed repeatedly with Arafat's Fatah organization, and was expelled for a number of years from the PLO. During the period when Arafat and the elder President Assad were bitter enemies, it sided with Assad over Arafat.
This viewpoint is hardly accepted by the mainstream Palestinian opinion, but is often cited out of context on pro-zionist web sites in order to delegitimatize Palestinian nationalism.
