It's really very simple.
Because no Muslim country (that could perform the burial within the 24 hours dictated by Islamic law) was prepared to take the body for land burial, then when land burial is not an option, Islamic law allows for burial at sea, hence the sea burial, which was done with all Islamic rites and customs honored, including the ceremonial washing of the body.

So, apparently they do have shots of the head with a bullet in it, but they must have hit him with some serious firepower as, according to the news reports I've read, the head is not immediately visually distinguishable as OBL's
