Is "maybe" not just the short version of "the answer could be yes or it could be no ; it depends on other factors, the question is not straightforward enough to warrant a yes or no answer" or "based on the available information, the answer is neither yes or no" - whether there has to be consideration/mulling or not? That the "consider" in the poll option refers to considering the "specifics" to which you refer? And "it depends" is the superfluous addition for a lot of people that have chosen "maybe?"
Q : Would you fuck your favourite pornstar? Yes, maybe or no?
Me : "Maybe. I can't commit to a simple YES or NO. It depends. Am I paying for it? If so, how much do I have to pay?"

Not exactly, no. Especially not the way it's phrased in the question: "Maybe - would definitely have to consider it"
If I said "No" that would mean I wouldn't do it, and that would be a lie because there are absolutely scenarios where I would in a heartbeat, without thinking twice. If I said "yes" that would mean I would, and that would be a lie because there are scenarios where I wouldn't (or would at least try not to... what one should do isn't always what one does). If I said "Maybe" that would mean that when faced with the situation I'd find myself unsure and that I'm not certain whether I'd want to or not, and that would be a lie because ultimately I'm entirely sure about what I want, and the scenarios where I think it would be appropriate.
Fact is, there's nothing to consider. Nothing to think over. It's a yes or a no depending on the specifics of the scenario. Semantics? Yup, but semantics are all about meaning and context... those things are kind of important, and ultimately the sticking point here. The context is what matters. The semantics are important to me here.
