That's not the point I was trying to make. The point was that if you vote & the update shows up 10 minutes later, you can vote again, whereas you have to wait an hour before you can vote again when the chart doesn't show up.
However, if you remove the rule that you can vote again after the update, my point is no longer valid (as everyone can then vote only once per hour). My solution was the opposite, give them at set times, so that everyone can vote more than once within that hour.

Also, the game gets updated about once a page. That adds up to maybe 3 or 4 times a day. There is not a set time when people vote, so the votes aren't counted until they pile up.
