Should there be a set time for updates? No, theres no point really. Countries are eliminated without updates. The votes are counted in order. Once a nation falls to zero, all the votes that follow before the next update regarding that nation, are null and void. The update is really just a chart for the voter to go off of. Its the voters responsibility to know where each country stands when they vote.
Also, the game gets updated about once a page. That adds up to maybe 3 or 4 times a day. There is not a set time when people vote, so the votes aren't counted until they pile up.
