If you are curious about Dr Rowland you can search him, you will have to skip the conspiracy sites for the actual story. In a nutshell it goes like this:
A chemtrail conspiracy theorist named Sue got through to him on the phone, and recorded the conversation. She was asking him about the rocket launch mentioned in the paper, and the use of lithium in upper atmosphere tests, also mentioned in the paper. He explained what it was being used for and referred to it as a chemtrail from the rocket, which is true, the rocket left a chemical trail in the upper atmosphere.
She released the audio recording online, and every chemtrail theorist on earth latched on to it and said "A ha, NASA scientist admits chemtrail conspiracy!". All of them leaving out that he was discussing a 1.65 pound payload released in the upper atmosphere. A payload so super secret that Sue, the instigator, had to go to the great length of reading her daily paper to discover this "nefarious plot".
Eric and others always leave that part of the information out when quoting this poor man's "testimony". I kind of of feel bad for Dr. Rowland, as I am sure his fellow NASA employees had a good laugh at his being caught in a word game.

When Eric is saying he has the testimony of a NASA heliophysistist, as part of his 100% rock solid evidence, that is the "testimony" he is referring to. It is nothing like Eric makes it out to be, and is nothing even close to what he fervently hopes it to be.
