Why? Because it's not painful, and there aren't enough repercussions for acting stupid...nor are there enough penalties.

I firmly believe a nice forehead tattoo identifying the stupid, should be mandatory.

I don't believe that stupidity is permanent. So, maybe not a tattoo but a sign.
