Actually Bush assisted the incoming administration's wishes as he was getting the hell out of there and couldn't even show his face at the RNC.

That's an interesting take. However, The Emergency Economic Stabilization Act was enacted in early October 2008, a month before we even knew which party would constitute the incoming administration.

The constitution is dedicated to what government can't do and should not do.

Been awhile since I've eyeballed it but I seem to recall it's dedicated to both what government can't and can do.

Obama was stopped from implementing much of his Marxist agenda. It was not by choice.
