I gave him a D...

Cons:
Poor domestic program execution (i.e. Social Security, No Child Left Behind, etc)
Poor job creating the Department of Homeland Security (i.e. reorganization of FEMA)
Horrible preparation and deployment in both Afghanistan and Iraq
Nonexistent oversight of SEC and the economy in general
Poor reaction to financial crisis
Overall expansion of government and massive increase in debt

Pros:
Successfully prevented another attack on U.S. soil
Reasonably good Supreme Court appointments (excluding the Miers fiasco)
Kept promise to cut taxes

The cons massively outweigh the pros, but he wasn't a complete failure.

Now lets be honest about something:

The economy tanking during Bush's terms was not his fault

Just as the economic prosperity in the 1990s was not due to Clinton. In the 1990s there was a tech boom. That's why the economy was rolling then. Clinton did not cause the tech boom.

In the 2000s the tech, credit, and housing markets died. That's not Bush's fault. That's the fault of investors and people that spent money that they didn't have. Blame ordinary Americans for the financial problems we have now. It's not President Bush's fault. Clinton could still be the president and the same thing would have happened.

The same thing happened in the UK-the banks lent money they didn't have.But the government had relaxed rules to allow this to happen, there were those who could see what lay ahead but everybody was mesmerised by the apparent immense wealth that was being created.
Given a stricter banking code on both sides of the pond this wouldn't have happened.Governments must accept their share of the blame for not enforcing one.
 
I give him a D. He did a bad job yet...no one really knows what it's like to run this country in these times so can't give him a F, in my opinion atleast
