Unless they zip one over with a giant slingshot before Obama leaves office, whatever precedents that he has or hasn't set mean nothing with the next POTUS. The two front runners of both parties are borderline sociopaths. Hillary would dust off Iran quicker than she did Vince Foster. And Trump would do it just to say that he did it.

And even in the case of Obama, if he didn't pull the trigger after a direct attack on the homeland, I could easily imagine the military taking control and doing it themselves.
