Well I would be surprised if you can do that. I once tried to cut Volgin's throat with my ***** while I was fighting him, but it didn't work.
I always shot the sniper (The End?) before I would fight him and would only have to deal with the Elite GRU.

I realised it when I played it the second time
All you have to do is shoot in his general direction before they turn him around. He will zoom out and blow up, putting an alarm on you, however you won't have to fight him.
