its just because if people want money
they often dont dare to ask and especially not directly with their first question.
you know like "hi, I need money"
So they try to start a conversation.
But people...if they want money...they often dont know what they should talk about then...often because theyre nervous
so they start to talk about the weather...

(Thats just a thought and Im pretty tired so I hope this makes sense to you :o)
