I finally found out what UB40 means.

OK. According to one of their backline guys, it means Unemployment Benefits 40. It comes from the fact that, back in the 80's, the members of the band were unemployed, and they met when they were at the unemployment office. The 40 was the number of one of their cards. Go figure.
