This guy is no different than a US home grown lone executioner like Loughner or James Huberty. For those not old enough to remember Huberty murdered more than 21 people in a McDonalds south of San Diego back in July '84.
The media will always try and connect the lone nut with some huge nebulous domestic network when in fact it's done all by one crazed individual.

It probably is.
20 years is a life sentence in Sweden,but that doesn't mean they get out in that time.
We have a murderer of two who has been in jail close to 30 years.
But then again somebody who killed seven people has been on furloughs for years.

By law it is possible to receive life imprisonment in Norway, but there are no examples of such after the latest correctional law passed in 2002. There are basically two types of maximum penalty laws:

The maximum determinate penalty is 21 years imprisonment, but only a small percentage of prisoners serve more than 14 years. Prisoners will typically get unsupervised parole for weekends etc. after serving ⅓ of their sentence (a maximum of 7 years) and can receive early release after serving ⅔ of their sentence (a maximum of 14 years).

The maximum indeterminate penalty, called "containment", is also set at 21 years imprisonment, and the prisoner is required to serve at least 10 years before becoming eligible for parole. "Containment" is used when the prisoner is deemed a danger to society and there is a great chance of committing violent crimes in the future. If the prisoner is still considered dangerous after serving the original sentence, the prisoner can receive up to five years additional containment.

If the additional time is served, and the offender is still considered dangerous, a prisoner can continue to receive up to five years additional containment, and this, in theory, could result in actual life imprisonment. However, the offender can be paroled or released at any time if it is determined that the offender is no longer a danger to society.

One of the youngsters from the camp found himself a knife. He was arrested. the youngster said that he had the knife because he didnt trust anyone.

TIMELINE OF ATTACKS:


3.26pm - A car bomb explodes outside the prime minister's office in central Oslo.

Around 4.50pm - Holidaymakers at a campsite begin to hear shooting across the lake on Utoya, an island where the Labour Party was holding a summer camp for its youth wing

5.38pm - A SWAT team is dispatched from Oslo. It drives, deciding that starting a police helicopter would take longer.

By 6pm - The team arrives at the lake, but struggles to find a boat to cross over.

6.20pm - The SWAT team arrives on the island.

6.35pm - The suspect puts down his weapons and surrenders to police.
