Okay, I have this future goal, it involves the adult entertainment industry, so it might be a bit iffy for the more conservative types. I'd just like your opinions, suggestions and comments on the subject.
Considering there has not been an indoor "Adult Theme Park" or "XXX Theme Park" before, at least, not in the United States; I am planning on creating one. I currently haven't decided on the rides yet, but the main purpose of the theme park is quite simply sex. Literal, open sex. To make sexual fantasy come to life in an indoor theme park where partygoers can share their bodies with others. Now, the theme park will be named "Aphrodite," and will be located in Las Vegas, Nevada -- which has illegal prostitution, but does NOT ban laws against conscensual "party sex" or orgies (a disclaimer will be provided for each partygoer to sign on), so I'm thinking its creation won't break any laws.
Due to the theme, before people even enter the park, they'd be required to undergo tests for HIV, siphillis, and related diseases; which will be provided by the park after a partygoer buys a ticket (online or face-to-face), so it'd be best to buy in advance. And, to keep the park's theme, partygoers will have to remove all articles of clothing (except lingirie) before they enter the park via dressing rooms, however, if $20 were added to the initial price, the female partygoer can wear a bikini, while the male partygoer can wear shorts--this is a small penalty for breaking the theme.
Finally, my main audience for the theme park is young adults/college students, but is generally open to the public, so it'd be a mixture between a nightclub/themepark.

I'll actually strongly encourage safe sex and provide testing materials for partygoers who visit the park, it feels much more safer for myself and guests who decide to buy a ticket into the park. I mean, to be honest, many people are rather ignorant of a disease they may have, so I put this mandatory test in place to remove infectees from the park who may infect others -- plus, if someone WAS infected by another partygoer, I'd have a lawsuit on my hands. Or, maybe not due to a contract that can be signed, I'm not entirely sure how that would work.
I haven't entirely thought about it, but such clothing will be allowed into the park premise.
I'll be sure to note that, and due to your help, I'll probably add an age critera for the park (probably 50). Also, advertising would be primarily aimed toward colleges, nightclubs, adult enterprises such as Brazzers, etc in an attempt to reach a younger generation of park attendees.

My aim is to have a 50/50 or even 55/45 (dominant on the male side, I'm assuming) for the park. And, since this park will certainly attract the male sex, it's why I choose to hire more female entertainers than male.

They'd be given 20-40% of the funds at the end of the year after payroll, management and other neccessities have been well taken care of.

There's no point in testing, really. Let's say I get tested because I want to buy a ticket. Between the test and visiting your park, I go have a one-nighter or my partner cheats on me and I get an STI. The test I've shown you now means nothing.
And then you have incurable diseases like HSV and HPV to contend with. Men aren't even tested for HPV now, and you can't determine whether or not someone has HSV on their genitals unless they're symptomatic. You can get both from skin-to-skin or skin-to-toy/surface contact.
So your best bet is to do what most other clubs do: encourage regular testing, provide safer sex supplies and use proper disinfectants on surfaces. This also helps you avoid a lot of legal pitfalls because it puts the responsibility for safety back on the guest, rather than implying everyone who enters your club is healthy.

What about people who like to have sex clothed or wear some sort of fetishwear? What about women (or even men) who feel most comfortable and sexy in lingerie?

Good luck with that. A lot of people who frequent sex venues are actually older. Older people also have the money to travel and buy extras, like adult theme park tickets (which, from your suggested clothing penalty, sound quite expensive).
