help with neighbor issue

if they put a dent on ma house...id put a dent in their face
they should see it from my point of view as well
and the neighbor across the street side something to them about the kids hit balls in their house direction
found out that their kids broken the other neighbor's(on other side of them) window a while back. They got a bill in the mail for the window but never paid
here is a picture of my satellite dish that was damaged 2 times in 4 days.

the police said nothing can be done unless i have the perp caught in the act!
my friend is a cop and he said the most important thing is to MAKE SURE YOU GET THEM IN THE ACT!
you need to secretly video tape the damage happening otherwise the police cannot do anything.

I had to say something again, this time I told him I will get the cops involved, he said "you need to do what you need to do". After that I had to go to the store and say a cop. I asked him what my right are. He said the cops could not do anything because it is not crime. It would be a civil case. He said I could get a cop to talk to them but that is about it. going to call the president of the HOA tomorrow.
what can a lawyer do?
i don't know about everyone else but unless you own a house i doubt you want anyone doing unnecessary damage to it especially the way it is happening to this fellow.

I talked to the president of the HOA. He is going to try to find something in the covenant that will help us with this situation and send a letter from him. He said if that does not work we can get the HOA involved. He said they can issue fines. If that fails we can call the cops. All this over f’in hitting balls
