I hope that's not what he's looking for, but it's possible. There's no shortage of people who enjoy degrading others, and that's pretty much what female circumcision is. Yeah the FGM is what first jumped to my mind, as I've read about it going on in other countries. But the removal of the hood, yeah that seems much more likely.
Both sound awful to me. I feel like without the hood, it'd be way too sensitive, maybe even painful. I don't know much about it though so that's just an assumption.
