Most Chinese places where I live don't usually offer chopsticks, but when they do I go ahead and try it. It makes me feel like a kid playing with his food without his mom nagging not to do so.

Yes, I do. I've eaten sushi at Korean and Japanese restaurants, so when I said Korean and Japanese food I also meant sushi.

i was just having a conversation just a few minutes ago about eating sushi with chopsticks. i was on the side saying that you may use them, but its finger-food so you dont have to. i normally dont unless its a roll with soft fish or avacodo (like caterpiller rolls) on the outside, those get chopsticks.
I agree with you, you don't have to eat sushi with chopsticks. I haven't been using chopsticks too long, so they're still novel enough to me that I want to eat everything with them.

Now then, to answer the question as presented in the title of this thread, my resolute answer is "no." In my culture, it is mandatory that the chopsticks eat Chinese food in a room separate from those of which the humans are consuming such food-stuffs. It is de rigueur.
Sure I can use chopsticks but I haven't tried in ages.
