How do you solve that riddle? Maybe containment is the better option if you cannot effectively involve and/or trust the community.

I think this pic is a little closer to what Trump had in mind. Trump hasn't traveled commercial in awhile so he doesn't quite appreciate the problem of getting 'gear' into the cabin of a plane (let alone a snow globe or a large bottle of contact lens solution).
