I think that morality depends on the individual. Then you get into the argument of nature vs. nurture which will take up more characters than I bet this forum allows lol. Technically, Leap Years are not every 4 years.

Leap years are ever 4 years, which do not end in double 0, unless the year is divisible by 400.

2000 was a leap year. 1900 was not.
