That's because Southeast Asia is overall poor, is it not? Of course we are smarter than people who haven't been to a good school in their lives. Just like how I'm stronger than, say, an African man who is starving.

This isn't a simple question to answer as it gets complicated with all the variables that can be involved with a question like this. It's also not really a good reflection of reality to group all black people in with each other and all white people in with each other. Comparing a person from Kenya or Ethiopia to a person from western Sub-Saharan or Southern Africa doesn't make sense. Likewise comparing somebody from France or the Netherlands with people from Scandinavian countries doesn't make sense either. In each case the latter on the whole have genetics that usually make them bigger and stronger than the former. Most of the strongest people in the world as an average have genetic backgrounds from places like Eastern Europe, Scandinavia, western/southern Africa and some of the Pacific islands like Samoa. There seems to be pretty diverse variety of racial groups there, and most racial groups have people that can be classified as among the strongest. If anything it's just shows some sub-groups are better than others in their own race. When you add in environmental factors like the ability to get and adequate diet and exercise to have one go to their full potential it gets even that much harder to make judgments.

What also should be kept in mind is that when most people think of the strongest (or best of almost anything) they always think of the outliers among those people. In a lot of cases if you compared the average of one group to the other often gaps tend to close up. You also can't compare whole groups to the few extremely exceptional people in it. It would be unfair to group people in to what the top .001% of them can do because often the difference between what the best and what the average person can do is dramatic. Although the fact one group might have a propensity for creating a higher portion of exceptional outliers could be the case. (Like blacks do make the best runners in the world. That doesn't necessarily mean the average black person is significantly faster than the average of any other group on the other hand.)

Also, just because one is strong doesn't necessarily mean that is always better than other things in the development of humanity. I could see cases where long distance speed and endurance might have mattered more to developing humanity. It all depends on the circumstances and the need at that moment.

Finally, just because somebody is faster, stronger, or has more endurance, or maybe has more intelligence doesn’t means it can be utilized in a practical matter. Running in a strait line or picking up a weight off a ground a certain way doesn't always translate well to all situations that involve strength or speed. Often somebody that's good in one aspect of what they are good at won't do so well in another because their bodies are structured a certain way or they just lack the technique to do it as well as other people.

IQ has absolutely nothing to do with education, socio-economic status, environment etc., IQ is 100% inherited and cannot be changed. You are born with your IQ. Maybe severe drug abuse and brain damage could lower your IQ.

And it's bias for certain type of life experience and intelligence. IQ has alot to do with success in life, and alot to do with intelligence. A Genius has a very high IQ and the mental ability to achieve much more than people of low IQ.
Of course IQ isn't the end all be all of intellectual measure. Even though East Asians have on average higher IQs than White Europeans, when we look at the differences in levels of achievement we can see that White Europeans have achieved far more with slightly lower average IQ levels. There are so many different aspects to intelligence and mental ability that IQ alone is not enough of a yard stick. For example, creativity seems to be something East Asians lack when compared to White Europeans.
"the Bell Curve" was blasted by critics because it was not politically correct. While IQ isnt everything, it still says alot, and there has been an incredible amount of time and energy dedicated to its study.

I am half Korean and my cousins that are full Korean are dumb as a box of rocks, no shit... IQ can indeed be changed over time. Not tremendously, but it can be changed. The most interesting study that I have ever stumbled upon was the one that took babies from the big 3(Not the failed American auto companies but rather the big three "races" so to speak. I.E. Black, White, and Asian.), put them in the same type of enviorment, and measured their brain wave patterns from the time they were a few weeks out of the womb until they were about 2 years of age. There was actually no difference in overall brain activity between the three. The only thing that was found that baffled the scientists is that at about the age of two, the Asian babies' brain patterns had slowed down a tad compared to the black ones and white ones.

Recent studies and breakthroughs have shown us that intelligence doesn't actually work the way we think it works.
