the thing is that intermixing has affected it alot.
probably the strongest are of nordic and european descent.
vikings , norsemen were huge dudes and they mixed all through europe and russia.
so a lot of germans, poles, slavs and russians are big strong men.
Africans lived in tribes, or groups, and some were big strong guys, some were tiny
even north american indians were big, much bigger than south american.
so the short answer is no.
the longer answer is that there are strong men from all over the world.
but if you use powerlifters or the competitors from the worlds strongest man competitions
as an example or gauge, the answer would be men from white euro descent.
