I find that whatever the problem, a little 'Percussive Maintenance' always does the trick.

Something is prevent my computer is preventing my computer from running several programs like Norton's antivirus and Java.Plus any secure sites that require loging on won't work either like cheking my e-mail @ yahoo,or my back account with bank of america.Whatever it is it won't get picked up by spybot,scan disk, or defrag.And oh yeah I had turned off my system restore so that won't work either

check your comp with adaware or an online antivirus
I think you'll have to reinstall your windows :(

Once you get the problem fixed I recommend installation of Norton's "Go Back" utility. It restores your registry to any day in the past that you choose without affecting stored documents, files, emails etc. Saved my ass a couple of times.
 
Get a firewall and a virus scanner, get a browser other than IE (Opera works just fine), get all the drivers you need for your hardware. If possible, get this stuff from a different computer. Burn all this stuff on CD or DVD.
Then reinstall your system. Do a complete reinstall, with format c: and everything. Install all the stuff from the DVD. Do NOT log on to the internet before everything´s done. This should do the trick. If the problem persists after that process, you need to do the reinstall again and format all your partitions (d: e: whatever) of your hd this time.

I had a similar problem, it was a worm that changed the code of some of my executable files, the .exe or .bat or a few others, anyway it prevent me from running norton, which btw is not a great anti-virus program, so there was no way I could not use norton to scan and clean my computer. So I had to unistall norton, then go to norton's website on another computer and download there package of updated virus definitions. Then reinstall norton and update all that definitions, of course doing this once did not entirely sovle the problem so I had to unistall and renistall norton again then it worked. About a week later I drop norton and got Calm AV. Anyway way good luck.

My computer came with Norton's already install, so I am not sure that I have a Norton's disk.I double check but is there any other way to reinstall Norton's without going and buying it in the store

there is no really an AV better than another but some are lighter in memory...
the best way to use an AV software is to run it only when it's needed, it makes your comp running smoother ;)

deeeze, I think you should try to format at least just the windows partition.
try to find if you have a virusse or not and know if this virus has infected every files or not... :2 cents:

will it ask me what portion of the hard drive I want to format.How do you do this?

Formatting is a last resort, it erases your hard drive. You don't want to format anything unless you know what you are doing. And if you format the Windows partition (assuming you've divided your hard drive into more than one partition), you are erasing your primary partition including the operating system and all of your main programs. So unless you know how and want to reinstall the operating system, don't format anything.

What you have to do is determine the virus you have and then how to get rid of it. If you are unfamiliar with some of the advanced tools, such as Hijack, that are used to help try to determine problems with your system, the most straight-forward way is to list all the programs that are active in memory. You can do this by opening Task Manager [ctrl-alt-del] and writing down what processes are running.

Also, a list of commands in your startup sequence will be helpful. To get this list goto [start - run] and type [msconfig]. In the System Configuration Utility goto the Startup tab and list all the commands there.

If you can show these two things then I can probably tell you what virus you have and then try to determine how to get rid of it.

i have made good results with a bootable Linux CD called "knoppicilin". It has Kaspersky and f-prot on it and is able to scan all types of Filesystems and clean them.
In germany it is availiable with the Computer magazine "ct" by heise.de
Don't know where you live but maybe there is something similar in your area?!

Please make a screenshot of your Taskmanager's "process" tab and post it or pm it, most of the time ad and spyware software can be found by identifying the entrys.

also go to start->execute type msconfig Go to the last tab and uncheck everything that you can' clearly identify (google for the filenames shown).

Run windows update on a regular basis or better set it to autorun!!!

Save your time trying any goback utilitys, the would only work when they where installed BEFORE the problem occured.
