Tessa West isn't actually dead. The performer is dead, but not the real person. She's happily remarried.

Re the data 18 clip that won't be released because of "legal reasons". The legal reasons are because someone gave her that "Knockout" shirt to wear. Unless they have an agreement with the sports company that owns the copyright on that item, they cannot broadcast it. They could spend $300.00 to a VFX company to pixilate the name out, but I don't think they would make their money back all that quickly.
