Comey reopened that investigation because there were emails on Weiner’s laptop and he wanted to be certain there was nothing implicating him or the DOJ or the Obama administration. In that instance he was going to make sure he and his cronies did not have damaging information out there floating around. Once he was assured that there wasn’t any and was a false alarm, he shut it back down. They were going to help Clinton all they could, unless it came back to bite them in which case all bets were off. She was going to win anyway so he saw no harm in protecting himself. Wiener was a loose cannon, they weren’t taking any chances.
