Why is Putin wanting to take away powers from the presidency a bad thing?

Medvedev's entire cabinet resigned so that Putin can enact a proposed a nationwide vote on sweeping changes that would shift power from the presidency to parliament.

In other words, he wants to take away power from himself and transfer it to parliament.

How is this controversial enough that an entire cabinet has to resign? Usually dictators want to consolidate power, not give it away. What am I missing here?
 
Oh wait, the guy is in his 2nd term as prez and there's a 2 consecutive term limit on the presidency so...

Ohhhhh.... now I get it. Look forward to Premier Putin ver 2.0 in the next russian election.
