Medvedev's entire cabinet resigned so that Putin can enact a proposed a nationwide vote on sweeping changes that would shift power from the presidency to parliament.
In other words, he wants to take away power from himself and transfer it to parliament.
How is this controversial enough that an entire cabinet has to resign? Usually dictators want to consolidate power, not give it away. What am I missing here?
