Good question, it depends on your culture I guess. Best example is American culture we look at the fact that bigger is better. It just appeals to us in that format, we often look at smaller breasts as underdeveloped or unattractive. Who knows well maybe Freud knows.

Because guys are fascinated by what they don't have. Unless you're a guy sporting a set of moobs, it seems pretty simple that guys get turned on by the body parts that make the opposite sex DIFFERENT. I don't, particularly. I prefer smaller, more manageable sized boobs on women... gravity comes around ya know, and often times, it's not so pretty IMO.
Also, smaller, not so endeared women aren't as challenged when it comes to maintaining optimum body weight as they age.
