Why do people lie?

Or are some simply stunningly ignorant?

I saw this discussion on another forum and thought maybe our Trump fans could clarify which of two things can be assigned to Trump here.

Recently President Trump had this to say about a program called The Diversity Immigrant Visa Program:

“They call it ‘visa lottery,’ I just call it ‘lottery.’ But countries come in and they put names in a hopper. They’re not giving you their best names; common sense means they’re not giving you their best names. They’re giving you people that they don’t want. And then we take them out of the lottery. And when they do it by hand — where they put the hand in a bowl — they’re probably — what’s in their hand are the worst of the worst.”

The reality is, that isn't even close to how this program works. Trump's very own dot gov site contradicts all of the above.
Countries don't come in and place people's names in a hopper :1orglaugh And nobody fishes around for names in a glass bowl :rofl:
Applications are made by individuals, with their countries of origin having no say in some sort of scraping-the-bottom-of-the barrel assignment.
Applicants who are accepted don't suddenly win an unvetted free ride to citizenship. Only the opportunity for a consular interview to see if, under U.S. law, they might meet the eligibility requirements for standard means of application.

So the question here is:
1) Is Trump really this ignorant
or
2) Is he lying? And if he's lying, why?
