What is hotlinking?

I've read the rules, but I guess I don't understand them. I've posted a handful of images--in the identify-this-girl board. SOme stay, but then another gets deleted. Nothing was said about it being a hotlink, but now I'm afraid to post an image or a link. Can someone explain it? Thanks! I don't want to be a trouble maker.
