There isn't much hope for people like her paying members. These guys actually believe that she gives a shit about them, really the only things she cares about is their money. Most of the people that pay for her site are probably the type that actually see her as their girlfriend and so they most likely don't want her to do full topless sets. I'm willing to bet there are a good amount of people on her site that even encourage her not to. The thought process behind it is the realization that she isn't their girlfriend, and these guys don't want to believe that. It's just like when people started hearing rumors about Jelena Jensen doing hardcore. Those guys that really felt like she is their girlfriend would have to accept the fact that she isn't and that she bangs some other guy who is not them. Although Jelena does do hardcore now, it took a long time after people started asking for it. The difference with Wendy though is that she's never done any fully topless sets, Jelena did, so these guys are more inclined to want to "keep her for themselves" so to speak. They don't want her to loose her "innocence" by showing her tits off to the world.

I'm gonna have to lean towards agreeing with Nick_FM. That being said, I don't have a twitter account, but if I did I would re-tweet the tweet implying that she's gonna go full topless and say something to the effect of, "So then why are you not posing fully topless? Oh, yeah, that's right... because you are a hypocrite".

yeah if that link works, that is the picture I am looking for more of. it looks like she has lots out there of her in different outfits though that have only one picture. so I am thinking that might be the case with this one too. but if there are more, I sure would like to see them. I mean, what kind of photographer only takes one picture?... anyways thanks for your help.

Good point. And from that point, you would think that these chicks would fix that problem, especially with everything being HD now. There is such a thing as scar removal, its been around for a long time now (I'm assuming that scarring is what you're referring to since I've never seen what you're talking about).
