From what I've seen the vampires in TB, although more legit than Twilight, are still underwhelming. I'll go with Dracula and the vampires in Hellsing or Blade. They can turn humans into ghouls. Ghouls!

And all vampires in Buffy somehow knew kung fu when they rose fom the grave, no matter what they did when they were alive. So yeah, the Buffy vampires would win.
