They should tie this guy to a post and put a sniper somewhere around him. Tell him this guy is going to be shot. Take a few shots and miss, make him sweat and worry, let the anxiety build up. Shoot him in the foot or knee after an hour or so of his anxiety and nerves getting the best of him. Continue this all day long or until boredom comes along and send him to prison a bit shot up and nerve racked. Let the inmates take care of him after that.

Actions like this where there is no real needed evidence or investigation should show no mercy. This guy should get something horrible coming his way. There is no reason why someone should be beating a 17-month-old baby to teach a lesson like that. There is really no reason why any child should get this kind of beating but thing is this was a 17-month-old.
For most people that is when the line is drawn and severe punishment should be handed out to the utmost of extreme.
