It's called a CENTENNIAL, it commemorates the 100 YEARS ANNIVERSARY of women's vote so, the answer to "Why wasn't it done before ?" is pretty simple : because back then, it wasn't the 100 years anniversary.
Women got the right ot vote in 1920 so the 100 years anniversary happens on 2020? so Trump is even 1 year early. 1 year early is not big deal. But if Obama had done it in 2016, 4 years early, that would have been ridiculous.

The impeachment hearings so far showed very clear, especially in the witness hearings of the staff he hired personally, because they paid him money,, that the President inserted a personal, not officially security-cleared, and no integrated member of the state department or intelligence agency, handiman, Guiliani, into handling of foreign affairs, and holding already, by Senate, accepted military aid, that he had no lawful allowance of holding back, which is another criminal offence in itself, all for pressuring the Ikrainian fresh government to not actually start investigations in his personal greatest opponent in the 2020 elections, but to SAY publicly, that they WERE investigating Biden and son.
But hy, there are taped conversations of Trump and Guiliani in play now, and so don't take my word for this, wait a couple days, and take your dear leaders OWN words.
