CIA missed chances to tackle al-Qaida

Ok, call me nutsy call me silly but the first thing I think of after reading this post is who's name is conveniently missing from this article?
I saw President Bushes name about 10 times, but not someone elses.
So the Fall guy is the CIA. Its now the CIA's fault the U.S got attacked.
Or according to the Senator quoted in the last paragraph,Its still Bushes fault.
But what about the 8 years proir to Bush taking office? Don't they count? Who was accountable then? The good old days when Al qauda and the Taliban were buiding up power while blowing up an Embassy or two, plotting and planning the next mass ****** of civillians, humans.
I will never understand the love affair between the News media and that sweet couple from Arkansas.
