i think the site is slightly suspicious since most of the girls look like they are just (without sounding bad here) "normal" people that happen to be sitting in wheelchairs... most people that are confined to a wheelchair for any length of time will lose muscle in the legs... check a few of the girls in skirts and shorts, they have well defined legs...
