No. No he won't. It's a nice theory people like to put forward but that never works. People like him aren't any different than bullies, and growing up I have had more experiences with those than any one human being should have to. The idea that if you ignore them then they go away is based on the idea that your denying them what they want will disappoint them and drive them off. That never works. You know what happens? They redouble their efforts to provoke a reaction and continue to do so until they get what they want, because they want it.
You're mostly looking at an impulse control issue.
I accept that, but in reality Internet trolling is just another form of bullying and basically every study shows that ignoring the act never fixes the problem (with very few exceptions beyond a few rare first time offenses).

In your 2+ years here hundreds of times OCSMs have replied to your threads answering this question. Why do you come back here to ask them again? That question you answered yourself over the time you have been here also. So all being said, what about my bet? How much for how long you don't start another one of these?

I dated an Asian for 6 months when I was 16. We didn't have sex because I wasn't ready for it. Without banning? Generally you don't. You need someone in authority who is willing to exercise that authority. FreeOnes doesn't allow that though, because some reason trolling isn't seen as an offense here. It's a rather... questionable policy. I understand the reasoning behind it, since "trolling" is subjective, but then most things are subjective. Morality is subjective according to most, that doesn't tend to stop anyone from condemning people who are total assholes, nor should it.
Beyond that? Ignore list. It doesn't stop them, nor get rid of them, but it does stop you from seeing what they do.

That could be part of it, but I've had a moderator specifically tell me that he can't moderate trolling because it's not against the board rules. So unless the troll breaks some other form of board rule then generally it's not going to do much good.
