No, you can't. You'd have to spread it around to 15 (or 10) other people before you could rep the same person again.

I don't know why I should earn these points (their use), I really don't care about this feature anywhere I go.
They wont give Veronika Zemanová back (she just does what she wants).
Perhaps would be better to change it with Grades given by "time expended", "thanked" and "posts". It's almost the same funny method; otherwise, you could add a "Game Zone" where we could pay/gain points for playing sexy flash games.
