How does the 'rep power' (under the avatar) system work?

I did a search but couldn't find anything.

When you click on the possitive rep it goes up
When you click on the negative rep it goes down

What if somebody reps me but the rep square shows a grey color, does that still count as a rep point?

It means they have no rep power themselves, or negative rep power. That then counts as neutral rep. It neither increases or decreases your own rep power. I'll never be able to give green rep again, yet I still use rep to let people know I appreciate what they posted. All rep from me is going to be grey.
