That's quite some variation. Don't High Speed Internet Providers somewhat loosely guarantee you at least a much smaller RANGE of variation? (I have Dial Up, so I wouldn't know.)
For example, I've seen the Flyers advertising this Time Warner High Speed Internet Plan that is touted as the 2 mbps plan. I would think that if they're going to want the customer to pay a certain amount per month ... they're going to have to give the customer a service that sticks pretty close to that advertised 2 mbps speed. In my opinion, if they advertise 2 mbps, but 75% of the time, the speed speed is actually more like 40 to 50% of what it should be, then the Service Provider doesn't deserve what they charge. It would be false advertising.
