Sadly, from a medical standpoint, hanging the bottle from your penis is more likely to work than swallowing the pills. There is just no pill out there that is going to change the size of your penis. It would have to enlarge the soft tissue down there, and there's no way to do that without enlarging it everywhere else. All those things are scams. Go talk to a good plastic surgeon if you really want to get a bit bigger.
