Hobby and craft stores often sell sheets of clear, flexible vinyl by the yard. Buy a yard or two and cut out a section that looks like a collapsed box that will fit over your monitor/tower (should look like a + ), then seal the edges with packing tape and drop it over your devices. Voila!
A word of warning, though: you really shouldn't run either your computer or your monitor with the vinyl cover over it (or anything else, for that matter). They both need ventilation and will overheat if left running and enclosed. But this would protect them while they're not in use.
EDIT: Here's an example of what I'm talking about at a U.S. store. Don't know what you have near you, though.
