Well, I'm studying sex therapy now, so I kind of know the answer to this. A man who ejaculates must go through a "recharge" cycle before he can get hard again (unless he's on viagra). It's totally normal and the length of time differs between all men, it's usually under 15 minutes, but it can be changed through exercise and health. As a man gets older his recharge time generally gets longer.

It's been bandied about that men who can learn to retrograde ejaculate can forgo the recharge cycle but I haven't seen any studies done on this.

I've had a couple of friends that studied the Kama sutra - they showed me a few things they could get me to continue after discharge and reach multiple orgasm.
it takes discipline and a lot of work - I don't try it solo often.
it takes external stimulation for it to work on me.
I've done it - but - kind of over rated.
