Unfortunately its your imagination... enlarge the photo and you can see that he is not directly behind her and has his dick at an angle. This makes it appear that its deep inside her as the head is partially blocked by her right butt cheek. He's probably got his dick right up against her pussy lips, but its not in there. The photographer basically used this camera angle and position to make it look like penetration.

I have the photo in my personal collection and went wild when I first saw it... but then I examined it closer. Bottom line, It's very debatable... the penis doesn't look like its in the right position, in proportion to the man's hips, to be actually penetrating her... but when you enlarge the photo and lighten it up, it appears it's inserted beyond her labia.
