It is, in my opinion, probably called the "medial lumbar region" or "lumbar region". A search (using Google) human surface anatomy will problaby yield some results. There are specific anatomical terms in medicine for the topology of human skin.

You'll most likely have better luck using terms like "lower back" than the medical terms as most porn oriented or x-rated material usually tends to follow laymen conventions. It makes it easier for the general populace to find such items on the internet.

Oh, and yes, lower back tattoos can be damn sexy provided she is sexy, of course.
